Elkader, Iowa, Enjoys Productive Partnership with PeopleService
Elkader, Iowa, is unique because it’s named after an Algerian freedom fighter and is the sister city to Mascara, Algeria. Like the city of Mascara, PeopleService has also enjoyed a long and beneficial relationship with Elkader. PeopleService provides water treatment and distribution, wastewater treatment and collection for the city. Jennifer Cowsert, City Manager for Elkader since 2004, said, “There are great benefits to working with PeopleService. They provide a different level of service, from the depth of knowledge demonstrated in their consultation on projects, to their commitment to providing extra staffing during emergencies. We know that whatever the situation is, from frozen pipes, to flooding, to modernizing our infrastructure, we can count on PeopleService to handle it.”
Together, PeopleService and Elkader have developed a brand-new water plant, water tower, wells and a new activated aero-mod wastewater plant. We installed several thousand feet of sewer and water main, rehabbed all lift stations during the wastewater upgrade and maintained a very successful leak protection program.
The success of the leak protection program enabled PeopleService to recommend the installation of a 300,000-gallon water tower instead of a larger tower for the city, bringing down costs and making it easier to manage Elkader’s water supply.
